Four GE C24-Mmi diesel-electric locomotives are available. Each locomotive has a Co-Co configuration, with two three-axle bogies and six powered driving axles, and is powered by a GE 7FDL 12 MFI 45° V12 four-stroke diesel engine rated at 2,650 hp. The engine is turbocharged and aftercooled.

Electrical equipment includes a GE 5GTA24 Series brushless, three-phase AC alternator with a forced-air-cooled silicon rectifier bank. Traction equipment comprises GE 761 series four-pole direct-current, series-wound motors with Class H insulation, axle-hung/nose-suspended mounting, and a 93:19 gear ratio.

Operating weight is 108 tonnes ±3%, with an axle load of 16–18 metric tonnes per axle. Maximum speed is 100 km/h. Maximum tractive effort is approximately 328.5 kN, with maximum dynamic braking effort of approximately 207.9 kN. The locomotives have a 64-volt, 440 Ah lead-acid battery system at the 8-hour rate.
